Referrals to the substance abuse treatment
facility are primarily accepted from a 40-county catchment area,
but offenders from all of Texas are eligible for acceptance. In
FY ’00, 220 offender’s from 26 counties were referred to
CTTC. The waiting list for male referrals were 174 compared to
female referrals at 46. There were 147 Anglos referred; 35
African-American; and 36 Hispanic. The screening process at CTTC
is very efficient, as evidenced by the number of referrals
subsequently admitted for treatment versus the number of
referrals removed from the waiting list. Some of these reasons
include inappropriate medical, psychiatric, referrals withdrawn
by the Courts; offenders admitted to other treatment programs;
and absconders. Of the referrals, 72% were admitted, while 26%
were removed from the waiting list due to other reasons; 5
(2%)referrals were still pending at the end of the fiscal year.
Thirty-seven percent (82) of the telephone referrals were from
Williamson County and 7% (16) were from Travis County, 11% (24)
were from Bell County; while 45% (98) were from other
surrounding counties.
